The National Planning Council of Qatar is responsible for long-term national development planning. Real Hands-On was engaged to build capability in strategy formulation, KPI framework design, and performance measurement for multi-year programmes — supporting more structured strategy execution against Qatar National Vision 2030.
Programme Design
The two-day intensive combined strategy formulation tools with performance measurement practices adapted to government mandates. Sessions focused on translating national development priorities into strategic objectives, measurable indicators, and governance routines that support long-horizon execution.
Outcome: A draft strategy map for the NPC mandate plus a practical KPI framework approach for multi-year programmes and interim milestones.
Programme Context
QNV 2030 articulates four development pillars: human, social, economic, and environmental. A core challenge for national planning entities is measuring progress toward long-horizon outcomes while maintaining meaningful interim performance signals that support decision-making.
Workshop Highlights
Day one covered environmental analysis using PESTLE, strategic objective formulation for public mandates, and strategy map design. Participants built a draft strategy map for the NPC planning and coordination function using their real mandate and priorities — not a hypothetical case.
Performance Measurement for Development Programmes
Day two focused on performance measurement for multi-year programmes: designing leading indicators, setting meaningful milestones for long-horizon goals, and connecting programme performance indicators to national development outcomes.
